His brusque manner belies his excellent detecting skills.
Detective Norman Franz is a mortal. On the surface, he appears to be a skilled police detective. In actuality, he's a very corrupt member of the force and is responsible for setting up Blue Murder. His corruption can be seen if Officer Andrew Haid - the cop in charge of guarding the evidence locker - leaves his post; Norman will enter the evidence room to swipe cash from a briefcase full of bundled dollar bills. This convinces Blue Murder that he's the one responsible for her death and she'll demand that he be brought to see her. Once he's close enough to her, she'll appear before him and chastise him for her death, instantly scaring him away.
